  • Purpose:
        ✔ The Quality Assurance and Standards Office plays a central role in safeguarding and enhancing academic quality and standards across the University. The Office provides leadership, guidance and oversight in relation to academic governance, programme approval and review, policy development, quality monitoring, accreditation activities and institutional quality enhancement. REPORTS TO: First Deputy Rector (Academic). The Head of Quality Assurance and Standards provides strategic leadership and management of the Quality Assurance and Standards Office, ensuring that the University maintains and continuously enhances academic quality, standards and institutional effectiveness. The postholder is responsible for leading the development, implementation and monitoring of quality assurance frameworks, policies and procedures that support compliance with the Academic Regulations of Westminster International University in Tashkent and the requirements of the University of Westminster. The role promotes a culture of academic excellence, integrity, accountability and continuous improvement across the University through effective academic governance, quality enhancement, programme review and evidence-based decision-making.

Responsibilities

  • Lead and manage the Quality Assurance and Standards Office and its staff.
  • Develop and implement the University's quality assurance and quality enhancement strategy.
  • Ensure the integrity and consistent application of the University's Academic Regulations and the requirements of the University of Westminster.
  • Lead the development, implementation and review of academic policies, regulations and procedures.
  • Lead and coordinate the administration of Academic Council, its Standing Committees and associated governance processes, including the provision of reports, analysis and recommendations.
  • Ensure academic programmes comply with institutional, national and international quality standards and benchmarks.
  • Lead and coordinate programme validation, revalidation, review and programme modification processes.
  • Coordinate annual monitoring, institutional quality reviews, internal audits and quality enhancement activities.
  • Lead and coordinate national and international accreditation and external review activities.
  • Oversee the collection, analysis and reporting of quality-related data, including student feedback, progression, achievement, retention and graduate outcomes.
  • Monitor institutional performance against academic quality indicators and recommend improvements to policies, procedures and practices.
  • Liaise with the University of Westminster on matters relating to academic standards, quality assurance and academic governance.
  • Lead the development and delivery of training, guidance and capacity-building initiatives relating to quality assurance and academic standards.
  • Undertake such other duties as may reasonably be required by the First Deputy Rector (Academic).

Requirements

PERSON SPECIFICATION

Qualifications
• Master's degree in Education, Higher Education Management, Public Administration, Management, Business Administration or a related field.
• Doctoral qualification desirable.
• Excellent command of English, both written and spoken.

Experience
• At least seven years' experience in higher education administration, academic quality assurance, academic governance or related areas.
• At least three years' experience managing staff and leading teams.
• Experience in policy development, quality assurance frameworks and academic governance processes.
• Experience of programme validation, review, accreditation or quality audit activities.
• Experience of analysing institutional data and producing management reports.
