Purpose:
✔ The Director will lead two complementary centers: CPRO (policy research and outreach) and CPLE (professional and lifelong education). The Director will guide CPRO researchers and engage stakeholders in applied high-quality evidence-based research, policy analysis, public outreach, and capacity building interventions to strengthen policy and practice. The director will grow CPRO’s portfolio of research projects and programs and secure extensive donor support and partnerships with domestic and international institutions and the government. At the same time, the Director will lead the University’s strategic goals through the development and organization of executive courses and consultancy, corporate training, and professional certifications under one capacity-building umbrella. Taking strategic direction from the senior leadership of the University, the post-holder will create, deliver an integrated and structured suite of development (research, consultancy and training) activities which responds to the University’s identified needs and provides comprehensive support for professionals to increase their effectiveness in current and future roles.
Responsibilities
PRINCIPAL ACCOUNTABILITIES:
Research & Policy Outreach (CPRO)
- Through interdisciplinary research, increase CPRO’s ‘think-tank’ footprint, influencing policy, implementation, and the way policy is made and how people participate.
- Connect research with practice across CPRO’s broad research areas (water, agriculture, and rural development; human capital, and Silk Road connectivity), and cross-cutting themes (governance, environment, gender, and futures research).
- Conduct multidisciplinary research developing complementary products, timely policy briefs and internationally indexed peer-reviewed publications.
- Collaborate and publish research with lecturers, local and international co-authors.
- Support the UNESCO Co-Chairs project in Futures Research in Anticipatory Governance & Sustainable Policymaking and its integration with WIUT’s research.
- Develop new research streams and links using internationally rigorous standards of research quality in design, implementation, and dissemination.
- Generate external sponsorship for research and outreach activities.
Oversee internal and external communication of CPRO’s activities.
Professional & Lifelong Education (CPLE)
- Develop and implement the strategic vision and growth plan for CPLE, aligning with the university’s mission and market needs.
- Drive revenue growth through strategic pricing, marketing, and business initiatives while ensuring efficient resource allocation, budgeting, and operational excellence. Leverage digital learning solutions to enhance scalability and optimize course delivery.
- Manage CPLE educational products and activities in close collaboration with WIUT academic staff, alumni, and key stakeholders from public, private, and international organizations.
- Proactively identify and develop new partnerships, and opportunities for corporate training, professional certifications, and consultancy services.
- Oversee the design and delivery of high-quality corporate courses tailored to industry needs, ensuring continuous improvement through feedback and performance metrics.
Requirements
PERSON SPECIFICATION
QUALIFICATION
- Postgraduate degree in Business Administration, Management, Finance, Education, Social Sciences, Economics, Data Science, Law or other relevant discipline.
- Internationally recognized PhD in economics, public policy, business, data science or a related discipline is preferred.
Fluent in English (Russian and Uzbek strongly desired), excellent verbal and written communication.
EXPERIENCE
- Minimum five years of relevant experience, encompassing senior research management, leading well-funded research projects, and/or leadership in professional education, corporate training, consultancy, or project management.
- Flexible and works both independently and in teams in a fast-paced environment;
- Entrepreneurial disposition, innovative mindset and outcomes oriented;
- Research management skills;
- ICT proficiency and project management skills.
- Demonstrated capacity in policy research and analysis using diverse methods.
- Relevant professional/research experience on Central Asia / Silk Road countries.
- A record of indexed international peer-reviewed publications in English.
- Strong experience revising, editing, and proofreading for international English-language publications.
- Experience formally and informally supporting junior faculty members and students.
- Proven track record in developing and managing corporate training programs, professional certifications, or consultancy projects.
- Experience in business development, revenue generation, and strategic partnerships with the private sector and international organizations.
- Strong understanding of monitoring and evaluation methodologies to assess program effectiveness, impact, and continuous improvement.
- Understanding digital learning solutions and technology-enhanced education is an asset.
- Knowledge of international accreditation standards and professional certification frameworks is an asset.
